George Forman
Founding Partner
George Forman is a 1967 graduate of the University of California at Berkeley, and a 1970 graduate of U.C. Berkeley's Boalt Hall School of Law, began his career with California Indian Legal Services (CILS) in 1970, and over the ensuing 15 years served as a staff attorney, directing attorney, executive director, litigation director and director of a special untermination and recognition project. In 1985, George entered full-time private practice in April, 1996 he co-founded Forman & Prochaska, and in February, 2006, George began practice as Forman & Associates, Attorneys at Law. George taught as an Adjunct Professor at U.C.'s Hastings College of the Law in San Francisco for 10 years.
George is admitted to the bars of and has practiced before the California Supreme Court, the U.S. Supreme Court, the U.S. Court of Federal Claims, the U.S. Courts of Appeals for the District of Columbia, Ninth and Sixth Circuits, all of the U.S. District Courts in California, and has been admitted pro hac vice in the U.S. District Courts for the Western Districts of Washington and Michigan.

Jay Shapiro
Partner
Jay Shapiro is a 1990 graduate of the University of California Los Angeles, a 2001 graduate of U.C. Berkeley's Boalt Hall School of Law and received a Masters in American Indian Studies at UCLA in 2006. He has been a member of the California State Bar since 2003, completed a judicial clerkship with the 9th Circuit Court of Appeals and has been with Forman & Associates since 2006, focusing primarily on litigation for tribal governments and business entities.

Margaret Crow Rosenfeld
Partner
Margaret Crow Rosenfeld is a 1985 graduate of Golden Gate University School of Law. She began her career with the Honors Program of the U.S. Department of Justice, where she served in the Indian Resources Section primarily handling water rights adjudications. Thereafter, she worked for California Indian Legal Services (CILS) for five years handling a wide variety of matters for individuals and tribes. She subsequently served as the administrator of the externship program at U.C. Berkeley's Boalt Hall School of Law for 8 years before returning to practice with the Office of General Counsel for the U.S. Department of Health and Human Services. During her seven-year tenure in that office, she advised the Indian Health Service on all matters related to the administration of their direct care facilities, represented the agency in P.L. 93-638 negotiations with tribes and tribal entities, and handled contract support costs claims pursuant to Ramah v. Salazar. She has taught Federal Indian Law at Boalt Hall, University of San Francisco School of Law, U.C. Davis School of Law, and Santa Clara University School of Law.
